A, Ghostcrawler: Holy Wrath becomes a nuke for Holy. Ret and Prot will generate Holy Power from Judgment, Exorcism procs, Hammer of Wrath and other abilities that make sense. We still want there to be some small gaps in rhe rotation, but smooth over some of the frustration of today.
Well, this solidifies the need for Blinding Shield to act as a shockwave analog if we just lost our AoE stun.

You know, I never understood people complaining that Holy Wrath is “mandatory” as part of their single-target rotation.
One of the things Blizzard tried to get away from in Cata was the need to be pressing buttons without interruption. We get that, and people decided to fill in the gap with Holy Wrath, then complain that it doesn’t do enough damage.
I’ve never seen Holy Wrath as anything other than a vehicle for an AoE stun. Was it ever meant to be anything else?

Holy Wrath was initially marketed as a kind of mini-starfall. A single target DPS boost that happened to carry AoE implications. I guess blizzard thought it would be fun to give the players some of the types of abilities that they gave to bosses.
The problem became that during the beta, they completely stripped it of it’s AP scaling. So it went from single target nuke and AoE stun, to simply AoE stun that doesn’t work in PvP. But it remains in the single target rotation because Blizzard didn’t actually give us anything to fill that gap.
One of the failed aspects of the Paladin model, in both Ret and Prot, is that mana is not a resource for us. Our resource is time. We use an ability, it goes on CD, and we have to wait before we can use it again. While this occurs on many other classes, such as rogues, warriors, and DKs, they’re waiting because they’re pooling resources. Our closest counterpart, the mana using Enhance Shaman, never has a GCD where they can’t do anything. They have an engaging rotation and what gaps exist in the rotation can be occupied by Totem microing. Paladins don’t have that option. When we burn out our CDs, we’re stuck waiting. Without having Holy Wrath, even more holes appear, but every time you use it, you’re reminded that Holy Wrath isn’t actually the button you want to push. You want to be pushing the button that should be where holy wrath is. The button that Blizzard forgot to give you.
